Can I bring both a backpack and a carry-on suitcase on an international flight?
Many airlines allow one piece of carry on luggage plus a personal item like a purse or backpack that can fit under your seat, but it's always best to check with your airline. You'll always need to limit the amount of liquids you carry on to small bottles of 100 mL or less.
International flights allow one, and often two, pieces of checked luggage per passenger.
Size and Weight Restrictions
Typically, the bag must be within the cabin baggage dimensions of around 22 x 14 x 9 inches (56 x 36 x 22 cm), commonly considered the standard size for carry-on. Any bag within this dimension can fit most aeroplanes' overhead compartments.
In most cases, an airline will allow you to bring one carry-on baggage and one personal item. A personal item is normally something like a purse, laptop, backpack or camera case. Personal items should always be small enough to fit underneath the seat in front of you.
The question about whether something—anything—can be a “personal item” comes down not to what it's called, then, but whether it will fit under the seat in front of you. So, yes, if your backpack is small enough that you can fit it under the seat in front of you, then it's a personal item.

What is an international carry-on?
An international carry-on bag is any piece of luggage that is small enough to fit in the overhead bin of an international flight. The standard international carry-on luggage size is 21” or below for most international airlines outside of the United States.

The good news is that, yes, a 24-inch luggage can be a carry-on as long as it meets the size restrictions set by the airline you are flying with. Most airlines have similar size restrictions for carry-on luggage, with the maximum dimensions being 22 inches x 14 inches x 9 inches.
In general, spaces are a lot smaller, the infrastructure isn't very suitcase friendly and if you're backpacking, you'll probably be flying with a lot of low-cost airlines or taking the train or a bus. All this is what makes travel backpacks the ideal packing method for a European vacation.
A hardshell suitcase is typically better than a softside bag for protection (as long as your items are packed safely inside, too). However, all hardshell materials are prone to getting scuffed, scratched, or possibly cracked more so than with fabric suitcases.
